This topic led me to google "cotton candy haired Super Saiyan" to see what you were talking about. Instead, I got an explanation of why Super Saiyans are blonde. Turns out the artist just didn't like coloring in stuff, so he left it blank and later artists took that to be blonde.

Ok but what about the eyes. Also fucking lol dbzs. I wonder what the mind of someone who watches that is even like. Also didn't this super stuff just come out? And they dubbed it in english already? That's... rather fast isn't it? Seems quite fast. Impressive.
