I couldn't managed to get the Google Translate thing working, so you'll have to copy paste and translate the text. But I'll give you a tl;dr. Here's the article in Swedish:

Essentially, during 2016 and 2017, the Swedish social services investigated 21 deaths that occurred due to violence in close/intimate relationships. It turns out that in all 21 cases, the victim had reached out to an authority before they died. The report (in Swedish) is here:

The rest of the article essentially talks about how the involved government agencies have to get better at cooperating and preventing these kinds of things.

This story made me think of a discussion I had on CE the other day where a user said something like "The women can just leave their husbands, since divorce is legal". I hope from this that it's clear that this is not always the case in abusive relationships, and that society is failing to give these victims proper support.

The article mentions that one of the government agencies that is involved is the Migration office. So what you're saying isn't wholly unlikely.

Sex. 20 offenders were men, 1 was a woman.
Age. From less than 18 years old to over 80 years old. Average age was 39.
Relation to the victim. 19 of the offenders killed their partner or previous partner, 2 killed another family member.
Time in Sweden. A fifth of the offenders had been in Sweden for a maximum of three years when they committed the act. Some were asylum seekers.
Unemployment. Two thirds of the offenders of a working age and available to the market were unemployed.
Mental illness. Half of the offenders suffered from varying degrees of mental illness, whereof a majority had a diagnosed personality disorder or serious mental disorder. Half of the ones suffering from mental illness had experienced suicidal thoughts or had attempted suicide.
Risk or addiction problems. Half of the offenders had problems with alcohol, narcotics, or gambling.
Previous violent crimes. A fourth of the offenders had at least one previous sentence related to violent crime against a close or previously close person. Out of these some had been convicted for crime against the murder victim, or against another family member.

(side note: out of the 21 victims, 19 were women and 2 were men)

Another excerpt from the report, emphasizing that "just leaving" an abusive partner isn't so easy:

In 15 out of the 19 cases where the victim was murdered by a partner or previous partner, the victim was killed in connection to a separation. The act was in almost all cases made shortly after the victim had left the offender or after the victim had expressed a wish to leave the offender. Jealousy and suspicions of cheating or the fact that the victim had met a new partner had often fueled the events.

As for honor-related killings, two cases (out of the 21) were clearly honor-related and in two more cases the Social services say that there were indications of honor-related motives.

Yes, it's quite clear you don't understand. I don't mean this in any sort of condescending way, but there are tons and tons of stories out there, told by people who used to be in really abusive relationships. And I recommend you read up on it. Better you read first hand accounts than some privileged CEmen trying to lecture you about it.

There are several reasons why they might be afraid to leave. They might be afraid for their life, or afraid for the life of their partner. Quite often they don't categorically hate their partner, on the contrary they still love them and don't wish them harm. There are often issues of internalizing blame, i.e., "it's my fault he's being abusive, I deserved it". The list goes on and on. It's not just one blanket answer, although this report illustrates that fear for their lives is justified.

Yeah, it seems like SVT is blocking Google Translate's crawler somehow. Which is silly, probably they just block crawlers in general in some way, or maybe I'm completely wrong. Shouldn't be much crawling going on here.

Where the government can come in and end marriages and forcibly separate spouses if they think they're in a bad relationship?

There are probably similar hotline services in Sweden. This report specifically talks about how public agencies such as healthcare and social services failed to e.g., ask questions about violence, make risk assessments, etc. Things that they are supposed to do.
