I've never used Steam before but I'm interested in picking up Tabletop Simulator. How do you get new games for the simulator, is it through Steam? Do they cost anything?

According to its game page it has Workshop functionality, which means you browse usermade content in Steam then directly download it into the game.

Workshop content is usually free in my experience.

By the way, is it illegal to reproduce those board games for the simulator? I suppose no one's really making money off of it, but it's sort of surprising.

I'd imagine it is, they're basically distributing copyrighted content for free.

It's not really a game on its own, it's a program that allows you to create tabletop games.

It all works great and will allow you to play virtually anything you want with anyone you want.
