Taffy is made from boiled sugar (though corn syrup is more likely these days) and butter or vegetable oil. The production process involves stretching the boiled mixture until air bubbles start to form, thus giving it its soft texture. Fruit By The Foot and Fruit Roll-Ups are not produced by stretching to form air bubbles, as they're simply thin sheets of a gelled mixture. Fruit Roll-Ups use fruit pectin as a gelling agent, while Fruit By The Foot uses carrageenan for the same purpose.
