For the same reason the zoo shot Harambe (dofh) instead of tranquilizing it, tranquilizers take minutes to work, not seconds.

Because anaesthesia is far more complicated than just a fucking standard dart.
Each person requires different dosage based on many variables like body weight. Too little, and all they feel is the dart piercing their skin. Too much, and they get killed all the same.
