This will never happen, and even if it did, 10 seconds is way too little. They already have between-inning time limits, but between-pitch timers would be overkill.

They already did this. You get 6 per game, plus 1 more if the game goes to extra innings.

If a hitter can't hit the ball the other way to beat the shift, that's their fault. Plus, despite the batting average being down, walks and home runs are up, which means the league-wide wOBA (on base percentage but extra base hits are weighted more heavily) is nearly exactly the same in at bats with or without the shift.

Plus, the objectives of "more offense" and "shorter games" directly conflict with each other. More offense means more batters, which means longer innings, which means longer games. Either you get low-scoring pitching duels or you get 3-4 hour games. There's no possible way to fix both of those.

And probably shave off like 5 teams from the league.

Unnecessary. The way to fix useless shitty teams like the Marlins who don't actually try to win is to put in a league-wide salary floor, to force them to spend the revenue sharing money on improving the team. If they don't, they lose out on part of the revenue sharing money. That would get owners to spend the money and not blatantly pocket it while telling the team and their fans to fuck off. Don't punish the fans for the owners being greedy assholes by taking away their team.

I know what it's like to be a fan of one of these shitty teams that doesn't spend (I'm a Marlins fan) and I know what it's like to be a fan of a team who left my home city for monetary reasons (I'm a Rams fan in the NFL) and I wouldn't wish either of those fates on anyone.
