I've only ever played Mega Man 2 and Mega Man X. I gotta say, X was a lot harder.

I feel the same way. Mega Man and Bass were more difficult than either though, and I think that easier comment about mobility options is spot on.

The difficulty of Mega Man Classic is super overstated.

1, 7 and & Bass are the only ones that I really consider much of a challenge at all.

Agreed, and I find 1 and 7 quite easy. RM&F however is indeed difficult. Especially if using MegaMan. The game was designed with Bass in mind.

The X games are much harder, but the dash is a great addition.

X feels easier because compared to classic youre moving around like fucking Spider-Man.

NES games were just hard in general because they were based on arcade games (which meant if you die, you'll put in more quarters to continue.) Megaman 1 did this. 2 was easier but sold a lot more copies so they went with the easy route.

Arcades ruled the VG scene at one point. It's only natural that developers who wanted to succeed would be influenced by their design.

The games expanded Mega Man's(and thus the player's) toolset. The first Mega Man game gives you, like, three good weapons, two useless weapons, and one situational weapon.
Mega Man 2 gives you Metal Blades, which are better than all of those combined(they're broken good, of course), but virtually all of the other weapons are good or at least have a use. And, oh yeah, there's now eight of them instead of six!
Mega Man 3 gives you the slide, which drastically increases your mobility and dodging capabilities, as well as featuring another really good set of weapons(only Spark Shot is bad).
Mega Man 4 gives you the charged shot, which enables you to deliver powerful attacks without even needing to rely on boss master weapons, and it STILL gives you some excellent tools to use.

Compare that to Mega Man X, where you can dash, climb walls, get eight robot master weapons, and all of your weapons can be charged. Your toolbox is comparatively huge.
Although it's true that this caused the games to become easier, it (more importantly) made them more fun to play.

People only knew how to make hard games at the time. Look at the majority of the NES library.

it's cause they didn't know what they were doing and techincal limitations not because they were following arcade design

I would guess because the mobility is much better. You can cling to walls and dash to increase your jumping distance, so it feels like you have more agency over your jumps.
