Good All Along probably. You can't really blame him for bad things that Sin does, since they would've happened regardless one way or another.

I do not think this is true for any sensible use of the term "villain".

This has nothing to do with this particular character--based on the way I have always used these terms, if any character is "good all along" then they are by definition not a villain even if they are acting as a primary antagonist.
