They might increase based off speed. I know in some places they tack on like 100 bucks for every mph in a range.

If he had been pulled over and ticketed directly he probably would be. But like with parking tickets, the ticket isn't usually given to the driver. It's given to the vehicle because the driver usually isn't around. The registered owner is responsible for the fine. It's up to them to go after the person who parked it illegally to be reimbursed. I imagine it works this way with these tickets too since it was automated system that read the plate and ticketed the vehicle. The owner has to go after him to be reimbursed.

If you're doing 150 mph? That's not actually that high at all, given how insanely fast that is. I couldn't tell you the Ontario laws because I've only been here for a couple weeks, but back home, they charge people doing 50 km/h over the limit (which is usually 100-110 on highways) with "stunting," which carries a fine of over $2000 (Canadian) and immediate license suspension and vehicle seizure. And presuming the limit for highways there is no more than 80 mph, we're talking more than double that 50 km/h difference (70 mph=112 km/h). If you're going that fast, $1300 is actually quite low for a speeding ticket.

They still have his passport as collateral. I see no reason they can't charge him for any damages incurred (which would include tickets attributed to the vehicle) before returning it.

He can get another passport at the embassy, also he may well have liability insurance in that $1.5k rental fee leaving them with no right to claim against him.

Don't forget that Alberta will let you buy back your driving privileges. There was a notorious speeder a few years back who avoided having his license revoked by buying his way out of it.

Eh, there are always going to be borderline cases like that where somebody doesn't quite meet the threshold for the "we don't want scum like you driving anymore" charge. Really, at that point, you don't have room to complain about being hit by a major fine. You crossed the line for "too fast" quite some time ago.
