This is probably more indicative of the ability of the modelers than of some sort of campaign against beautiful people. Try making your own custom face in Mass Effect and you'll see how it turns out. As the industry grows, the number of truly talented people relative to total staff is naturally going to decline, and with the gaming industry's habit of firing entire teams after projects so they can keep paying newbies, this kind of thing is just going to happen naturally.

For what it's worth, the bolded part is basically my opinion of any creative endeavor. Modeling realistic faces is incredibly difficult, and the more often industry needs it, the more likely you are to see that a face is mediocre versus good. That's true of writing, directing, animating... The list goes on.
