I haven't done split screen multiplayer in such a long time because of how it's been mostly phased out of gaming due to online. The way I see it there's really no form of competitive split screen out there. So it's not really an issue because PVP that is competitive doesn't take place in split screen single tv environments. It's more of a party atmosphere thing. There's also no way to check to see if someone is doing it.
