If your intent is to communicate that you care only a little but then you can transmit that message a lot more clearly. If you're running into an issue where you find yourself constantly defending your usage of a phrase that you love repeating, then the problem isn't with other people.

Well supposedly the expression was originally a New York expression, delivered sarcastically. However over time it lost its sarcastic tone.

I guess you could say it doesn't make sense the way people use it... but it's an idiom, so it seems silly to get worked up about it. Just accept that it's an expression that people use and move on.
