Once they have the hooks in, they can just keep moving the goal posts. There is this philosophy out there that every lie has a grain of truth (it's not true, honestly), but they use that to their advantage. It usually goes something like this; "Okay, well clearly Hillary isn't a lizard person, but maybe she's got some secrets" "Okay, well clearly she doesn't have those kind of secrets, but she's definitely running a pedophile ring" "Okay, so she's not running a pedophile ring, but she knew about it" "Okay, she didn't know about it, but that means she doesn't know what is going on around her, so she's a bad leader" "Okay, maybe none of that happened, but that just means that there is something bigger she is hiding" It's all about planting seeds. The best part, too, is that social media means that this stuff is like a virus now. Everyone shares the ridiculous pages, laughing at how ridiculous they are and shrugging it off as, 'oh, I just thought it was funny' because it agrees with their philosophy or makes fun of someone they dislike.
