If it's two lanes that merge into one and there's obviously nowhere else I'd be going, no, that's a stupid rule and I don't even think about it most of the time when I'm driving.

Any other situation, yes.

EDIT: One other case. If I'm behind one of those annoying "I'll drive slow but then speed up if you try to overtake" types, I won't signal before pulling out to overtake (but I'll make sure no one would be dependant on that signal either), so they get less time to speed up.
