Like I don't think any of these other characters in 2018 has a fanbase that is active, dedicated, and centralized enough to sustain a rally. Am I wrong?

As much as Undertale's first run annoyed me I'd love for Sans to do it but I can't see it happening. D.Va is the most likely.

Wasn't CD Projekt Red willing to rally their fans for Witcher 3....they just didn't know about it in time for the goty poll.
