I would say 3 because it's the most important points wise. The winner of Kefka/L-Block probably makes the division final. Getting Sora/Red wrong screws your entire bracket probably, unless Big Boss beats them both. And even minor stuff like Alucard/Yuna and Cecil/Crash is tough.

Division 6 is the one I've gone back-and-forth on the most, because I can't figure out the relative strengths of Geralt, Riku and Ryu H at all.
