It's an extra slot. The point is to be able to have an extra player that isn't a specific position. In fantasy football, that would mean that you could start more than just the 2 running backs each week if you have any extra ones that might produce some points.

In fantasy basketball, it's more apparent. If on a certain night, all 5 of your guards are playing and you only have 3 slots that can be filled with guard positions, those utility slots will allow you to also start another guard or 2.
