I don't know if I'd include Celine in that list. For the most part I think the majority of her so called fame during the 90s was due to the Titanic Soundtrack.

I'm sure someone will list a dozen of other Celine songs, but I couldn't be bothered to care. Mariah Carey could be a contender. She did have that Christmas Album in 94, along with multiple other hits.
