Basically the hiring manger fill out a packet of papers, give my diploma, send my transcript, trainings, class schedule. Start date was said to be tentative and they were waiting on my background check. I got hired for another job but denied it. So they led me on for two months and the hiring manager stop responding to my emails.

Life is grand.

The only legal reason they could do this is your background check/drug test/personality screen/some liability came back with a false flag that they didn't expect, and so had to bail on you.

Depends on OP's state. If it's at will employment or not like you mentioned. In my state, signing your papers, getting your material and a handshake/contract signature is getting the job. They'd be sued to death if they pulled this off in my state.

Did you check the status of your background check? I recently started a new job, and my first background check took forever to go through. Finally I just did another one, and it went through the next day. AFAIK, the first one could still be "pending" out there. Who knows why it got sidelined? Probably sitting on someone's desk somewhere.

Anyway, here in CA there is a website to check the status of a background check (only its status, not the results). You should look into that if you can.

Also, sometimes companies just take a while to get their act together. It's pretty unsat for them not to let you know what's going on, though.
