From what I understand, there is nothing stopping you from using console commands to edit and get stuff just like regular Fallout.

I don't know enough about this stuff to know how they would fix it.

Grain of salt since I am not a software developer, but If it is the same engine as the older fallouts, I don't think they can without changing engines. The best they could do is check for modified values and either ban or segregate

Fallout 76 is also completely worthless on consoles, but at least the PC version has the potential for modders to fix it by stripping out the pointless multiplayer and turning it back into a proper game.

I don't really understand what this game is supposed to be. Fallout 76 in general just feels so sloppy, lazy and... vague. Like even Bethesda doesn't seem to understand what they're trying for with this game. I can only guess this is some kind of test to see how low they can go with slapping the Fallout brand on something while still turning a profit.

A lot of those issues exist on console too.

Maybe this will finally make them realize they need to ditch gamebryo. And then we can add another several years onto the wait for new games.
