My brother died at the age of 3 from gunshot wound. I'd like to see what he would have been like.

If no one has any connections that they've lost, they would be more likely to take the money. If a parent lost a child, they may be more likely to say money be damned, and want their child back.

People aren't as empathetic as they claim to be, and it's easier to be objective when you don't have any personal stake in a matter.

Since this is random, tho. Those randoms could be terrible people.

A majority of those people will most likely be criminals, people that were so poor so they starved to death or having such messed up lifes so they suicided.
Most of them will most likely not have living parents or close enough relatives that want to take care of them.
And depending on how they died, returning to the living might leave some psychological issues.

How and where will they appear?
At the same place?
How do you even fix it logistically that 5 million people, all younger than 21, suddenly appears at the same place? If they died of starving, chances are that they will die before they can get some help. What about the infants? So many will die before the world even can react.
Will they appear where they died? What if they drown? Infrastructure change, what if there is a heavily trafficed road there now?
A school shooter? Why should he not repeat what he did?

The worst thing that can happen a parent is that their child dies, but this will just add a too big burden to the world.
