Even if it was for consoles no longer produced like the PS2 or NDS
they could make a lot of cash and they have done it with other games for remakes just give the original with an emulator

Sega Genesis Classics on Steam kind of is what you're talking about, they sell Genesis roms piecemeal or in one giant collection and they even have Steam Workshop support, where if you do a rom hack of a game, you can upload it to Steam, all official-like. They even provide the raw roms for every game you own on there for that specific purpose.

Also every single DOS game on Steam is a copy of DOSBox with a script that runs a raw rip of the original game's diskettes, with the DRM hacked out. So if you own an old computer, you can just take the game's folder, stick it on a floppy, and run it on your old computer without Steam and it'll work. Or like on a hacked 3DS with DOSbox or whatever you'd like.

Even the Doom WADs from the Steam version work great in FreeDOOM, I loaded them on my phone
