Yeah, because they will always have a bad Attack IV. A Female Pokemon in Gold and Silver literally cannot get a perfect Attack Stat since a female Pokemon will never have a perfect Attack IV.

Really bad? No. But any attack oriented female Pokemon will be less effective that its male counterpart. Special based Pokemon won't care.

Would a female on Persian be detrimental if the only Physical attack she has is Shadow Ball?

Shadow Ball runs off her attack stat so she would marginally less effective than a male Persian. Otherwise all the other attacks would be just as effective.

Of course from an ingame perspective the difference would entirely immaterial. And somehow, I'm guessing you aren't doing a ton of competitive Gen II playing.
