Are the weapons in the shops worth buying? Or can they be found in chests?

I never buy stuff from the shop because in FF games you usually find them.

Money isnt an issue past a certain point in that game, and if you're still early on you should definitely be gearing up at the shop before hitting the dungeon imo.

A lot of good weapons are found in chests and dropped by bosses.

That said, you can often times benefit from having dupes because each character can end up using 2-4 different weapon types, so there will be times when multiple characters want to have strong weapons of the same type.

Also equipment contributes a lot to the stats of a character so if you are feeling your power drop off against bosses, feel free to go shopping.

move all remaining groundhog mercenaries to the front lines. Have sheep troopers squadrons A and B flank the cows. They're using DC-17 hoof blasters.

It doesn't really hurt to buy some gear to get you started or when you get to a place that happens to have better gear than your current gear. You'll get so much money that it doesnt really matter. Especially if you keep Tressa around.

The best gear is found in chests in various dungeons, stolen from townsfolk by Therion or bought from them by Tressa. You'll want enough gear for two full parties at the endgame though.

Also, if you don't mind playing around with stealing, buying, challenging, and exploring higher level dungeons, you can get some higher tier gear early on.

For example, there is an npc named Alphas in Bolderfall that you can challenge with Olberic who has a 10% chance or so to drop an Enchanted Sword with +240 Physical Attack, +220 Elemental Attack, and +40 Critical.

In my playthrough, I found Olberic, Alfyn, Tressa, and Primrose to be the best party members I had.

Primrose has naturally high speed and good elemental attack, making her a great Scholar/Sorcerer. Her damage as a Sorcerer at the endgame with the proper buffs and debuffs was ridiculous.

Olberic has high physical attack and bulk. He was able to hit pretty hard with his native Warrior setup or as a Warbringer and take a lot of hits for the party in boss fights. If you make him a Thief or Apothecary, then he'll have almost no trouble with challenging NPCs.

Alfyn's probably the best support character in the game with his Concoct ability. He makes a great BP battery for the whole party. Make him a Cleric and he can cover single-target and party-wide heals.

Tressa really shines late game once you get the Runelord class, so you can Transfer Rune her Sidestep and Rest skills to the whole party. Until then, I found she worked well as a Thief, Hunter, or Dancer.
