Instead of paying the extra $15 (or $30) on any Amazon device, just be polite and ask Amazon; they'll remove it for free. I've done this with all my Amazon products (two Kindles, three Fires). Here's my latest chat log with my newest Fire 10 device (names changed for privacy):

Me: I have couple Fires without special offers and just got a Fire 10 with special offers. Can I swap the "special offers" from these devices so that I don't have any special offers on my Fire 10?

Macsin: Hello, my name is Macsin. I'm here to help you today.
Could you please help me with the serial number of the device with the special offers?

Me: Fire 10 has a serial number of: <redacted>

Macsin: Thank you.
Allow me few minutes while I quickly try to cancel the special ads on the device.
Thank you for your time.
I've successfully unsubscribed the device from Special Offers.

Me: I got the message popped up on my Fire; thank you!

Macsin: It did show that there would be a charge for the same, however I have waived off the charges as a one time exception for you.

Me: That's great! thank you for that.

Macsin: You are most welcome, I am glad I was able to assist you.
Would there be anything else that I may help you with?

Me: That was all; thanks again.

Macsin: Thank you for contacting Amazon. You have a blessed day ahead.
