As in, the whole cast of characters that forms a traveling group to save the world and whatnot, not just a specific battle line up. Which game has a party that just seems the dumbest and most ill-suited for trying to save the world/stop the empire/whatever?

The main characters from Tales of Symphonia 2 come to mind. They somehow manage to make the cast from the first game look worse when they finally join you.

Final Fantasy VIII comes to mind

The hero is incapable of interacting with other people on a personal level, and the moment he falls in love he abandons all responsibility and swears he'd kill the world for his crush

The love interest is a moron who interferes in a big mission just for shits and giggles

There's a dude who can't keep his mouth shut, a girl so immature she got demoted for abusing her authority to hit on a guy and responded by using her last day of authority to order him to hang out with her so she could complain, a sniper that claims he always fucks up and flakes on the team at the earliest possible moment, and a girl who likes trains and blowing things up.

These people are not the cream of the fantasy hero crop.

I like the games where the protagonists aren't a collection of "Mary Sues". Makes it actually interesting, and fun to play.

I don't know about incompetent, but in Chthulu Saves the World, you play as Chthulu. And I forget the other characters but the first one is a sea priestess who's too dumb to realize Chthulu is just going to destroy the world once he stops these other guys from doing it first.

To be fair to Chrono Cross, it's also the only JRPG that I know of where you can have an ex-luchador priest clothesline a pirate. So you do get some good with the bad.
