Because I've tried the maps for days already and they haven't worked for me. I have beaten the epilogue and am playing as John Marston. This is relevant because I believe moose spawns may be related to a player's progress through the story. Moreover, I am apparently not the only one who faces this issue, as https://www.reddit.com/r/reddeadredemption/comments/9x0v1b/moose_spawns_are_broken/ this thread would suggest.
