This is silly and barely worth engaging in, but I'll give it a shot. a) We don't know how much time has passed and he could have just said he hates how it feels. b) People are scared and need an idol to look for and clean shaven Cap is probably the best one there is on Earth right now. c) Maybe he just shaved because the worst thing ever just happened and he needed to do something normal to attempt taking his mind off of it. Don't know how Scott being there adds to Cap's plan. He will probably assume he returned from wherever the others are, be told what really happened, and then the plot carries on as usual. And like already said, they really should have left that part out of the trailer. Unfortunately, the trailer has nothing of note to even mention outside of this plot point. I'd take the appearance of Scott with a grain of salt, they lied a bunch in the Infinity War trailers and straight up included misleading stuff that wasn't in the movie itself so I fully expect it's not what it seems from how the trailer is cut.

It's probably just Scott escaping the Quantum Realm somehow conveniently just as Captain America is making a plan to do something, and Captain America is excited because another superhero will be useful.
