We had steadily been moving towards war and people knew it. It was unofficial until Japan made it official by attacking.

There's literally memos about this. America just didn't want to commit the first overt act. It wanted Japan to and they did.

Fun fact, the japanese general in the movie Pearl Harbor also played Sheng Sung in the 1993 movie, Mortal Kombat.
