Use control chips to make everyone oppose the reapers?
Miranda just causally drops "hey shep, I wanted to put a control chip in you to make you obey us but my boss said no. my bad. lol sorry!" and Shepard is like "doh you. that's okay " and they never mention control chips again. That seems like kind of a big deal and Lawson has like zero doubts or hesitation about the tech so it's clearly not a prototype or anything. Why didn't they just put control chips in the brains of like the council leaders and Wreav and whoever else to make everyone oppose the reapers? hell that had to be easier and cheaper than literally raising the dead.
