Qyburn and Cersei were friends though. As much as either character can have a friend at least. She's the only one who accepts him and supports his bat shit craziness. And vice versa. If you look at all their scenes together, Cersei's tone in her voice is much softer and friendlier than with anyone else. Maybe even more than Jamie at times.
