Is it actually any good? The memes and jokes that have come out of it make it look amusing and over-the-top; does it take itself seriously in that regard or is it pretty self-aware of its silliness? Or do the jokes that have come out of it completely misrepresent it?

This is pretty accurate.
Episode one has a hilariously over the top villain coming out of the gate fast. Even if you don't continue on with the series, it's worth watching the first episode for that alone.

Watch it and find out for yourself. People telling you what's good or bad doesn't mean a lot with Jojo, everyone has different opinions on it in the end (for example, you see a lot of people complain about part 3 but it's by far the most popular and beloved for example)

It can be silly, but it's usually backed up with cool moments and it knows when to take itself seriously. Just keep in mind it's a massive series that's undergone a massive amount of changes as it goes, so starting it is not going to resemble a lot of what you usually hear about it in the beginning

Part 1: I thought was alright I did lol at a few moments I had no idea that meme came from this anime

Also, there is really no Part that can be skipped.

Like, the most skippable part is Part 2, because it just deals with the origin of the Stone Masks and Joseph, but seeing Part 2 makes Parts 3 and to a small extent even 4 better, and is a generally good part by itself.

Part 1 is short and has plenty of classic moments. Dio vs Jonathan is a cool show down. It also establishes a pretty badass villain. Part 3 is the most action packed part with the most badass Joestar. Part 4 is kind of tame by comparison but has the best comedy episodes and a lot of badass moments. (It's just smaller scale.)

I'm watching Part 5 as it comes out, and it is badass. Once it is finished I am going to read the rest.

Edit: Also TC, you should bare in mind this isn't a realism type show. It gets to the point where there is a lot that you take at face value, but Araki is the sort of story teller that you let him get away with a lot because it's all fun. Since it DOESN'T take itself seriously, the show has a lot of moments that go from light hearted comedy, to all of a sudden having a horror movie monster that's legit capable of killing the protagonist.

Juri from 4 is based on the heroine from part 6 (Jolyne) Rose from Alpha is based off of Part 2s Lisa Lisa.

KoF has fighters based on two characters from Part 3.

JoJo is pretty popular for this stuff apparently >_>

I liked parts 1 and 2 a lot but I wasnt able to get through part 3 because I hated Jotaro and I didnt like the concept of stands. Should I try to get back into it?

I was sort of in your boat, but I didnt hate stands, I just thought Part 3s were weak compared to how interesting Hamon had gotten.

I dunno how far you got, but the stands get a little better after they reach Egypt. By then Jotaro had also grown on me, but he shows up in later parts as a support character and in that role hes infinitely better.

parts 4, 5, 6 all use stands so its definitely something to get used to
and idk about the rest because i havent started steel ball run yet

part 3 is my favorite mostly because i really liked the cast + badass openings and fights
