It's obvious you're trying to be disingenuous, but on the off chance you're being serious... They designed the model with that in mind. A large majority are expected to not pay in because they're more interested in having a large player base (as F2P is usually multiplayer games) because a small percentage support the game through a cosmetic microtransaction model. If this model is more successful than a typical buy to play model, they don't care how many people "get away for free." It helps them by building a more popular, successful platform.
