You'll meet people there. - Go to church whether or not you believe in it. People will be happy to converse with you there. - Join some kind of class/activity whether it's dance, art, yoga, etc. You'll meet people there. Most folk I've got to know have been through my brother but that's because I do things with him like walks, go to bars, watch wrestling and so on. In just about everything you do that involves going outside creates ways to meet people. I've however not tried online things like meetup or the like but that might help some folk. I know I used to find talking online a lot more easy then real life in my younger years. The trouble with that though is the relationships I made only ever stayed online. Meeting up just never materialised for one reason or another.
