He never bet anything that low before. Why didn't he go all in or at least bet more? Seems like the dude threw for some reason

I understand his final wager, but was bothered by how he was picking the $1600 dollar questions in double jeopardy while some $2000 dollar questions were still in play.

Statistically, the $1600 row has more double jeopardies than any other row, so he was probably hoping he could land one to make up ground.

At the very least those numbers haven't been discounted yet after the years of jeopardy see analyzed by someone, though.

He couldn't have passed her even if he doubled his money. He had to hope that she got it wrong, so he bet enough that he was guaranteed second place if he got it right.

I guess it has been so long since there was a close game some people completely forgot what James did is a common strategy. You either bet a small amount. Or enough to beat the person by $1 and hope they miss the question. You risk a lot if you wager everything and get final wrong.

It's not bad strategy considering that he made correct assumptions that she would both get the answer right and wager enough to guarantee a win. It's probably not a bad strategy to assume the librarian is going to get the question about Shakespeare right.
