I mean my PC isn't a powerhouse but I can play most GCN games in Dolphin in HD with AA fine but Banjo Kazooie at standard definition is chugging. Am i just using a shitty emulator or is there something else going on?

Depends on the game.
Cruis'n USA can be hard to emulate if I remember correctly.
