It is genetics, it is caused by having three copies of the genes on chromosome 21, rather than the usual two.
The different screening techniques in use are able to pick up 9095% of cases with a false-positive rate of 25%.
Globally Down syndrome occurs in about 1 per 1000 births.

A few states passed laws in the past 5 years making it so doctors can withhold such information should they believe the mother would use it as a reason to seek an abortion/ other states had laws passed that made it so a mother could not obtain an abortion if her reason for seeking one was as a result of medical issues the child might have.

I don't think anyone could say they never have thoughts about what if they had aborted instead, when faced with raising a child with many different conditions, when it isn't a minor one. Obviously it depends on how severe it is, and no note is made in the article that I can see.

That said, the NHS are claiming she declined the test, so if she actually did then it's just an unfortunate scenario that many others find themselves in.

Maybe, the issue still comes down to if she actually did decline the test for it nor not though, as the NHS claims.

If she did, then... that sucks, but tough.

If she didn't, and was never given the option to decide on it then the NHS fucked up and should be held accountable.
