A toss up between Fallout 3 and New Vegas. Of the two, I have more fun getting lost in 3 with the more interesting locations scattered around the map, but New Vegas has much more interesting story and characters.

4 > NV > 2 > 3, all fairly close.

Didn't play enough of 1. 4 wins because of the Settlements. Even without that, it still had better followers than 3, and maybe even NV.
