If I understood correctly, 45 wants the citizenship question in the census so illegals and legal immigrants are deterred from answering the census, thus affecting re-districting, right?

But usually if you don't answer the census a census employee will harass you until you do, and then you can even get fined or see some jail time.

Will they stop sending census employees to try to get an answer and/or stop jailing people if they refuse to answer so they can achieve the above-mentioned deterrence?

I've literally never seen someone from the Census in my life. I don't know how they are keeping count of me, but it certainly isn't by me telling them I'm here.

some live in mixed households (legal and illegal), some would fear being lumped together with illegals, etc.

A citizenship question was on the census form up until 1950. Why is it a big freakin' deal now?

If anything, the only question on the census should be "how many people live here?" - anything else has been superfluous since the 3/5ths and "indians not taxed" clauses were abandoned.

Err... I don't think you can be fined or jailed? I worked briefly for the census (payroll, so not field work), but I thought the procedure was just attempting to see if there were residents in a house, discussing why you are there, assuring them it is confidential (if needed), and then marking checkboxes.

My grandad always threw the shit in the trash never got anyone come knocking either

Ive never gotten any mail from them and never seen one myself. Closest to it was i saw where they where hiring once.
