People are using "I can't even..." as a complete phrase, instead of as a phrase that was interrupted due to confusion or frustration?

I dont even all the time. Sometimes its because I cant even, other times its because I just dont even.

I guess it's just meant to sound more abrupt. And for what it's worth, I've seen people use ellipsis along with it before, so your wish is kinda already granted.
