C. Horizontal development just raises the cost of literally everything and is horribly wasteful. Cars and people do not mix very well and in such a city the vast majority would be unable to own a car due to there not being enough space in the city for that many vehicles so designing them to not have cars would be the most sensible thing.

Also, aren't the most expensive areas to live in the really high density ones? I would think spacing things out makes housing/renting cheaper, not more expensive.

Yeah probably. Downtown areas are expensive. Just look at places like New York, San Francisco, Hong Kong. They build dense because they have to. There is just no more land to expand horizontally.

It doesnt. The really expensive areas are really expensive because theres not enough housing for the demand there is. Most large cities largely consist of things like single family homes.
