Depends on the game imo. I play a lot of overwatch and I would say those boxes are fine as is. You get them from playing, everything is cosmetic, in them they can have coins which you can buy whatever you want with.

You're paying money on a game of chance for a wanted outcome that you probably wont get.

To me what defines gambling is that you either win money or lose money. You can't win anything with loot boxes. You are spending money and getting a digital asset in return. You will always walk away with less money.
