Chris Rock isnt not racist because hes Black, but because the joke itself is very likely playing off of that dynamic. If he said something like all white people suck that would be racist. Also, Chris Rock has been used for this far to many times. It's his style of comedy. He never made comedy that sensitive white people could enjoy. That's not his audience. Fact of the matter is this particular type of mass shooting (usually lone wolf but sometimes done in tandem, walking into a public place indiscriminately shooting at random innocent people and trying to rack up as many kills as possible) is disproportionately done by white males.
