I chased the guy down and he was apologetic. I memorized his license plate in case I wake up with a broken spleen or something and walked home.

Why did you even have to chase him down? He hit you he should have got out of his fucking vehicle and at least checked up on you to make sure you were alright. The asshole probably seemed apologetic because he didn't want you to get the police involved and sue him.

Very possible, although he stopped about 20 feet away and then pulled over where out of the street further up.

I'm not trying to get into a legal battle when I'm not hurt. I stayed for a good couple minutes to make sure I knew his license plate, checking myself, and considering whether to call police. Part of the shock was that it was so minor, even though I knew I was heightened with adrenaline.

I was wearing jeans and a leather jacket which helped any chance of serious road rash. He couldn't have been going more than 30mph and maybe he did see me and broke but he might not have seen me at all.

no you clearly dont understand that getting hit by a vehicle can be traumatic to the body and damage can take time to appear. what you need to do now is go to a hospital and tell them what happened, the police will be called and you give them the license plate number. stop trying to think you are doing a good thing by not wanting to fault the driver if it indeed is his fault just because you arent in pain now and dont want to get the authorities or courts involved.
