I don't know who the enemy is, but the game takes place in a snowy location full of forests and mountains. Some of the guys wear fuzzy hats (at least in the instruction manual illustrations) and the army bases have bright red flags. They also want to launch a nuclear missile at the US for some reason.

Incidentally, I bought another Konami game, Jackal, and that one makes no bones about the fact that it takes place in Vietnam. What's the point of disguising the enemy's identity if it's so obviously meant to be the USSR? Is it any less of a propaganda piece if you don't call the country by name? We're not fighting Russians, we're fighting The Enemy.

The game is fun as hell though. It's basically Contra with a knife.
