I took toddler as a kid learning to walk. By 4 they should have that pretty much down.

To me a toddler is 2-3 cause thats when they toddle around

once they start walking normally and not like a top-heavy potato person, then theyre just a kid

4 up to the age of 13 is considered a child to me. Toddler/Infant is 1-3 years old. Although even 3 years old is probably pushing it.
