it's both

it's a valid engish sentence that does mean something. It's also a commonly memed translation for a certain stock phrase in japanese ( ). The phrase can mean a lot of things depending on context but in the early era of anime/manga translations it tended to just get blanket converted to "it can't be helped". It still does sometimes but probably not as much, and honestly the meme status of it has sort of poisoned it as a valid translation option so I think most actual good translators would try to avoid it at all costs
