As far as I can tell, this:

Britain voted to leave the European Union.
The policitians do not want to leave.
The vote was narrow.
1. They won't explicitly state a desire to return to the EU because of the optics of standing against the 'will of the people'.
2. They won't agree on a seperation deal.
3. They refuse to leave without a deal.
Therefore, girdlock.
Prime Minister Theresa May failed to deliver for 3 years.
Boris Johnson became Prime Minister.
Boris set a firm leave date in October, deal or no deal.
Boris wants to suspend parliament to prevent the politicians from stopping his plan.
The politicians are planning to pass a bill to prevent a 'no deal' separation before parliamentary suspension.
Chaos.
