Because 75% of the people who do it either

A) dont know how to be funny, and therefore end up just coming across as an immature loser who desperately craves attention

B) overdo it to the point that it loses its charm (if it ever had any to begin with), and/or

C) cant grasp that trolling can be extremely inappropriate/off-putting depending on the context. Again, makes you look like a desperate loser.

This. Most fall under A these days.

Trolling at its best is flash in the pan gimmick accounts or done at intervals in a tasteful way.

It does happen on CE though, just not much now.
