It was from China, and it just had the description "women's bracelet" and a customs value of $5.

not 100% sure but IIRC it's something like to legitimize themselves as a vendor. they send you something worthless which means they really did send you something, and have an entire paper trail and everything and can give themselves a good review about the transaction without it being completely phony.
